My Client, a East London Local Authority is seeking a Major Works Manager for a 3 - 6 month contract.

The Leasehold Services team manages the service charge accounts for over 7500 leasehold and 1300 freehold properties.

To be the lead officer for the Tenancy and Leasehold Services division and to have responsibility and accountability for managing the Major Works team, co-ordinating, and resolving service charges and major works disputes, recovery of service charges and major works and leading in the preparation of cases referred to the Leasehold Valuation Tribunal (LVT) or for legal action.

To be responsible for co-ordinating the Councils policies and procedures in dealing with all aspects of major works consultation, billing and recovery. These include the calculating, invoicing and collection of payments made by leaseholders.

Skills & Experience:

Extensive experience and knowledge of service charges, major works, general leasehold management, disputes handling including successful management of LVT cases, calculating and collecting invoice sums and financial control within a local government environment.

Knowledge and experience of project management and leasehold consultation and collection in relation to major work and service charges.

Degree or equivalent qualification (Chartered Institute of Housing or equivalent) and/ or comprehensive housing management experience.

Up to date knowledge of housing legislation, regulation, policy and practice, particularly in relation to major works and leasehold management.

Ability to co-ordinate, manage and monitor leaseholder disputes.

Ability to manage, develop, enable, empower and motivate staff to achieve high performance

Good numeric and analytical skills with ability to interpret and draw inference from data.

Ability to effectively manage own workload and those of others to consistently meet deadlines and performance targets when under pressure.

Ability to use a wide range of software packages including Microsoft Office e.g. Outlook, Word, Excel and PowerPoint

You will be responsible for 13 members of staff

The Role is as Follows:

To be responsible for continually reviewing the service provided by the Major Works team in order to provide the most cost effective and efficient service. To be responsible for making recommendations for change and managing the implementation.

To ensure a consistent system to enable the Council to fulfil it's statutory and financial responsibilities with regards to major works matters and disputes relating to service charges and/ or major works matters.

To be responsible for the provision of specialist advice to all staff on major work service charges or major works disputes matters.

To be responsible for determining and initiating strategies and procedures to ensure the maximisation of generation of income in relation to major works issues and the successful handling of disputes.

To supervise, develop and support the team, which is responsible for the calculating, invoicing, collecting major works income and for providing specialist advice to all officers on major works issues.

To be responsible for co-ordinating and preparing responses to disputed service charges and/ or major works matters whether they are at risk of going onto a legal footing or cases that have been referred to the court or LVT.

To ensure cases are properly prepared and represent the Council as necessary at court and LVT pre trial reviews and hearings.
To make site visits, check and co-ordinate witness statements and ensure the timely and efficient preparation of all documents pertaining to LVT and disputed matters.

To draft responses to disputes that are the subject of complaints or members enquires, ensuring that responses are properly co-ordinated between services and that issues are addressed in the best interests of the Council

To prepare written reports for the Head of Leasehold and Right To Buy Services on the progress of cases and, if appropriate, recommend areas where settlements could be reached if it appears that legal action for recovery, or referral to the LVT would not be cost effective.

To liaise with Legal Services and other departments in the preparation of cases that proceed to court or the LVT, assuring that all documentation required to support Hackney Council's case is available and where necessary, represent the Council at pre-trail reviews and hearings.

To carry out regular reviews of the team, including activities and procedures, ensuring all processes and procedures are efficient and effective.

To ensure that all service charge payers receive accurate and timely Notices under Section 20 ZA of the Landlord and Tenant Act 1985 and any subsequent amendments, in order to ensure that Hackney Council is able to implement its recharging policy and maximise income in relation to both annual service charges and major works charges.

To prepare reports relating to all major works and disputes issues and policy, making recommendations for procedural changes and attend Executive Team Meetings and/ or Board Meetings where necessary.

To recommend to the Head of Leasehold and Right To Buy Services, where appropriate, changes are required to ensure that the Council is fully compliant with any legislation, and ensuring that all income is maximised.

To be responsible for providing high level specialist advice on major works and disputed matters and financial control systems and procedures.

To have full control of, and be responsible for, all major works calculations, invoicing and income, ensuring that it is regularly reconciled with the mainframe accounting system.

To attend meetings with officers, leaseholders and Leaseholder Associationsas required, which cover any major works issue and matters concerning service charges and/or major works disputes.
