Electrical Contracts Engineer - Local Authority

This post forms part of the Housing Asset Management Team within Building and Technical Services. The post holder will assist the Housing Asset Management Team and with the strategic management of the Building and Technical Services.


The post holder will have a key role in planning, procuring and co-ordinating a range of works associated with electrical engineering including rewires, electrical testing, CCTV installations, fire alarms, lifts refurbishment and maintenance, door entry systems, communal and emergency lighting, warden call installations and maintenance, digital switchover, thermal imagining, laundry equipment, lightening conductors, emergency generator maintenance, communal roof fans, telephone lines.

To provide leadership and manage all aspects of electrical services on behalf of Building & Technical Services, delivering corporate and operational objectives. Provide and manage high quality programmes of electrical installation and refurbishments.

To co-ordinate, monitor and supervise the professional services and quality standards delivered by internal engineers, Contractors, external consultants and ensure that technical and financial criteria are met. Actively contribute to the achievement of Council's corporate aims, operational objectives and future state


Provide professional Electrical management and guidance, ensuring that all installations relating to electrical works are carried out to a high standard with a focus on the achievement of specified targets, compliance with HSE regulation and contractual obligations and delivering Value for Money. The nature of the work covers domestic and Commercial projects, major refurbishments, also extensions and new build developments on behalf the of authority and external clients, ensuring that designs and work are fit for purposes. To provide cover and support to teams within the department in the absence of other Managers, covering all assets.

Prepare and issue tender documents in line with Corporate Procurement Procedures. Evaluate competitive tenders, agree financial accounts and maintain quality standards and undertake the final certification requirements. Ensure robust contract management procedures are adhered to. Manage and administer works including regular inspections, chairing regular contractor meetings, issuing of works orders, variations etc in accordance with relevant contracts, regulations and statutory obligations.

Assist in the selection and appointment of suitable external consultants. Act as a liaison link between various professionals on projects, deal with related problems and ensuring that project objectives are achieved. Identify, organise, tender and deliver cyclical servicing, refurbishment and maintenance programmes of works to commercial and domestic properties. Comply with all the Councils Financial and Standing Orders as well as adhering to the regulations.

Instruct and monitor officers, specialist contractors and consultants and ensure that legislation, technical and quality performance and best practice is met. Ensure compliance with all necessary policies, procedures and regulations. Set targets and objectives, and delegate work to the team and contractors. Monitor and manage staff performance including sickness and absence and disciplinary and grievance, taking action as defined by the Councils Human Resource policy. Carry out regular one to ones and appraisals of staff.

Provide professional advice and guidance, both verbal and written, to client departments and management and undertake surveys to create programmes of work for the development and maintenance. Monitor standards of work carried out to ensure compliance with all necessary policies, procedures and regulations.

Be responsible for risk management and ensure compliance with corporate and legislative regulations in respect of all building and related operations, electrical safety, building regulations, Health & Safety Legislation, CDM and asbestos regulations etc.

Ensure that accurate and up to date records and information, following project completion, are provided to senior management. Ensuring accurate information is updated in the Asset Management data system. Contribute to the development of BTS including recommending improvements and standardisation of working practices. Develop and implement computer aided design, constructive problem solving, business planning and coaching other team members, in order to achieve best practice.
