Key Purpose of the Role:

On behalf of the Operations Director, the Health Safety & Environmental Manager (HS&E Manager) will be responsible for ensuring that the company activities on the Garrison (Tidworth, Larkhill and Warminster) are delivered in compliance with the company Management System which incorporates statutory requirements. This includes providing professional advice, guidance and assistance to the Operations Director, managers and other operational staff in the implementation of the company's occupational HS&E practices to ensure that the risks of activities and workplaces are appropriately controlled.

Key Responsibilities:

Drive the improvement of operational HS&E behaviour and performance through innovation, initiatives and campaigns that promote best practice and facilitate engagement and acceptance of responsibility at the operational level.

Ensure implementation of the company's management system by line managers across all departments and activities, ensuring individual ownership and accountability.

Provide consistent and professional support, guidance and training to managers and other operational staff in the practical delivery of HS&E requirements.

Ensure appropriate levels of operational line management resource are competent to carry-out risk assessments.

Ensure an up to date register of competent risk-assessors and an up to date register of all garrison risk assessments are maintained.

Undertake regular reviews of garrison risk assessments to ensure they are suitable and sufficient. Provide feedback to risk assessors and where necessary provide additional training/guidance.

Ensure appropriate emergency plans and arrangements are in place and regularly tested.

Monitor the company, partner and contractor HS&E performance on the garrisons through audits and inspections. Provide analysis and recommendations to the Director and the business Senior Health & Safety Manager (H&S) on areas of concern or highlight best-practice.

Monitor the effectiveness of the inspection regime by line managers and review relevant findings. Provide periodic feedback to the managers.

Assist operational line managers with the identification and development of practical and effective safe working behaviours in order to reduce incidents and occupational ill-health.

Line management and development of the Garrison HS&E Advisor and administrator.

Consult with the workforce with regard to new work equipment, practices or workplace environments and the HS&E implications that may affect them.

Report any incoming communication or contact with any of the relevant enforcement authorities to the business Senior H&S Manager.

Ensure that all incidents on the garrison are appropriately investigated, reported and recorded in line with business timelines. Provide the relevant information to the business Senior H&S Manager for reporting to Senior Management and Parent Companies.

Undertake regular review of HS&E performance reporting to the Director and business Senior H&S Manager any trends or observations.

Maintain the garrison non-conformance register. Ensure that actions are assigned to an appropriate manager and close out monitored. Provide regular updates to the Director on the status of non-conformances.

Work with Garrison line managers to continuously review the HS&E training needs for staff. Ensure that the requirements of the Mandatory Training Matrix are delivered.

Ensure the company maintains ISO 14001 and OHSAS 18001 certification.

Ensure that the company's asbestos policy and procedures are implemented on garrison and monitored for compliance.

Ensure the annual garrison asbestos re-inspection programme is undertaken to the required timescales and that the Asbestos Register is maintained.

Deliver and review the annual Garrison asbestos management plan.

Provide support and guidance to Line Managers with the investigation of asbestos related incidents to enable thorough reports to be produced to business reporting requirements.

Essential Qualifications

NEBOSH Diploma (or equivalent), CMIOSH

P405 Management of Asbestos in Buildings

Associate Membership level of IEMA

ISO 9001 Internal Auditor

Essential experience & knowledge:

Proven professional experience in occupational HS&E management (preferably within the service/facilities sector).

Experience in working with operational staff on the implementation of initiatives to improve H&S performance and behaviours.

Experience of a similar operational role involving working in accordance with business management system requirements.

Experience of occupational HS&E auditing and the evaluation of compliance with the business management systems.

Experience in the management of both a directly employed workforce and sub-contractors.

Working knowledge of CDM Regulations 2015.
