Job Purpose:

The responsibility of the safety professional in this role is to develop the HSS culture to achieve UK Power Networks vision and legal compliance.

This will be achieved through the coaching of; and the provision of guidance and information to managers, supervisors, staff, contractors, suppliers, clients and external bodies.

To provide occupational Health, safety and sustainability advice, promote best practises through continuous improvement, share knowledge and support HSS initiatives.

Principal Accountabilities:
- Adopts a mentoring/coaching approach and is an active stay safe front line coach (or organisational coach) and champion for the HSS stay safe culture change programme.
- Develops employees’ skills and resolves HSS problems by coaching improvements.
- As a professional point of reference provide Health, Safety, Sustainability and Environmental advice to:
- Managers
- Employees
- Contractors
- Clients
- Suppliers
- General public
- External Bodies
- Carry out occupational assessments on tasks and equipment to ensure safe systems of work and equipment are fit for purpose.
- Support the occupational health contractor to ensure the business complies with statutory health assessments, proactively manages health surveillance programmes and supports successful delivery through participation in health and wellbeing initiatives.
- Reviews and develops new and existing procedures and processes;
- Participates as required in reviews and re-writes
- Consults and communicated amendments
- Interprets new and existing HSS procedures
- Monitors to ensure effective implementation and application
- Actively monitor changes in legislation and quantifies likely impact
- Liaises, where necessary, at the request of the in business Lead HSS Advisor or central HSS team with external bodies such as, local authorities, ENA or the HSE including, but not limited to matters such as participating in Working Groups to formulate national standards, supplying information on incidents as required, advise on avoidance of danger associated with our equipment.
- Enhances the company’s reputation in terms of incident prevention through supporting the introduction of new company HSS and related initiatives
- Monitors compliance with HSS policy, procedures and legal and moral obligations
- Attends and actively participates, facilitates where required, Health, Safety & Environment Committee (HESEC), Risk Management Client HSS Forums or specific committees, Safety Action Teams and craft/operational forums.
- Assists the in business Health and Safety Manager in the formulation of the business’s HSS Action Plan, and In Business HSS Strategies, Manages their respective sub sections of the HSS action plan. Develop SMART metrics for monitoring Safety Culture as well as performance. Engages, monitors and coaches contractors and other services to ensure they meet or exceed company’s expectations.
- Engages and consults with Union Safety Representatives and Non Union Safety Representatives
- Scopes, participates in and co-ordinates compliance audits against internal and legislative requirements
- Provide appropriate HSS training and communication materials for:
- New/amended procedures
- Induction
- Technical training
- Occupational health
- Supports the HSS incident investigation process by providing professional advice, root cause analysis, learning points and supporting the aims of “Just Culture”
- Review work methodologies, providing guidance on HSS matters as appropriate
- Undertakes coaching/behavioural exchanges with employees, sites and properties
- In conjunction with the Operational Assurance teams assists in monitoring compliance with safe systems of work and supporting the Worker Accreditation process.
- Monitors the provision and maintenance of support services to ensure they are aligned with the Stay Safe ambition and consistent with environmental and sustainability requirements
- Provides HSS reporting, carries out monthly trend analysis on HSS statistics and provides reports to the in business Lead HSS Advisor as required within respective area/s
- Supports and where required leads the HSS aspect of the weekly safety management requirements

Knowledge, Skills, Qualifications and Experience:
- Hold the NEBOSH General Certificate or equivalent
- Demonstrate excellent coaching skills to nurture and drive culture change throughout the business at all levels
- Hold, or be working towards, a qualification in Managing Your Environmental Responsibilities IEMA
- Have a good working knowledge of CDM 2017 on construction projects
- Have knowledge and experience of working on electricity distribution networks and/or another health and safety specialist subject (Environment/LOLER).
- Have a sound understanding of the HSS management system and Health, Safety and Environmental legislation relevant to business activities.
- The ability to be flexible in their approach to work and be able to prioritise as directed by the in business Health and Safety Manager
- Can demonstrate experience in being an effective team player and demonstrates the principles of good customer service to both internal and external customers
- Be visible across the business and approachable by customers for consultation and questions
- Able to demonstrate commitment to the variable workload and be accountable for actions and decisions made
- Have excellent communication, presentation and decision making skills at all levels
- Possess the ability to work with IT software packages such as Microsoft office
- Hold a valid and clean UK driving licence

Nature and Scope:

The jobholder will be a member of the “In Business” HSS teams and must be able to work closely with management across UK Power Networks. The post holder will report directly to the “In Business” Lead HSS Advisor.

The jobholder will have the necessary attributes to routinely represent the company at operational and senior management level with external stakeholders. The job requires an individual with demonstrable experience of HSS and coaching skills. The individual will need to be self-motivated and able to work independently, a good communicator with flexibility and an adaptable approach to problem solving is essential. They will be responsible for developing the HSS culture with the business stream and coaching best practice.

The post holder may be based from any of the locations listed, however will be expected to travel to all business sites and work locations as required.

Health & Safety Responsibilities

Managers and supervisors carry both legal and company responsibilities for ensuring the health and safety of their employees, those under their control and those who might be affected by the work undertaken, i.e. public, visitors and employees of other organisations. This includes briefing individuals working for them and ensuring there is the necessary understanding, competence and application of requirements to work safely and without harming the environment.

Employees are responsible for ensuring they fully understand the health and safety risks involved in their work activities and their responsibility to apply the controls needed to manage those risks to acceptable levels.
